Accidentaly removed "agents" resources from hub cluster for all spoke clusters

Issue

• The user accidentally removed "agents" resources from the hub cluster for all spoke clusters. Since the hub cluster does not have the agent resource for the managed cluster, it is not possible to scale-in/out or life cycle management of this cluster.

  No resources agents.agent-install.openshift.io found.
