Unable to delete specific hugepages entries from '/proc/cmdline' in RHOCP 4

Issue

• Missing tuned profile prevents kernel argument changes from applying to sysctl settings, causing configuration mismatch.
• Restarting the tuned pod does not remove hugepages kernel parameters after deleting the profile.
