New node unable to pull the images from the mirror registry in RHOCP 4

Issue

• New node is unable to pull the images from the mirror registry due to bellow error:

  error pinging docker registry <mirror-registry-url>: Get "https://<mirror-registry-url>/v2/": x509: certificate signed by unknown authority]): quay.io/openshift-release-dev/ocp-v4.0-art-//quay.io/v2/": dial tcp: lookup quay.io on 10.x.x.x:53: read udp 10.x.x.x:37166->10.x.x.x:53: i/o timeout
