[RHOCP 4] Misleading error message while creating a service type Load Balancer in Azure Cloud

When creating a service type loadbalancer, the error message is misleading if a wrong subnet name is provided using the annotation service.beta.kubernetes.io/azure-load-balancer-internal-subnet
