Local repo 'epel-modular' and 'noarch' errors

I am trying to recall this from memory as I am not in the environment the moment. It is a stand alone network and we have just built a local RHEL8 repository by doing a reposync and copying over almost 30GB of data. We have a number of repo's under the http folder, one being 'epel-modular'. Seems the repo has issues with anything that has 'modular' in the package. I don't recall the exact error at the moment, I apologize. These are RHEL 8.5 machines and the repo is on a RHEL 8.5 machine also. Is there any special handling of modular repo's I need to know about? I read somewhere of a bug with modular repo's but that was uncovered 2 years ago.

We also have an issue with a 'noarch' repo we have, it has a rabbitmq rpm in it. At first it did not have a repomd.xml or repodata folder so I ran createrepo. The missing entries were created but package installs still complain they cannot finf the repomd.xml. The baseurl path is pretty much the same s other paths in the repo file. Not sure what is happening there.
