Bonding doesn't work without NetworkManager after the installation of Red Hat Enterprise Linux 7

Issue

The bonding was configured during the RHEL7 installation, and the installation completed without any problem.
NetworkManager was not installed to use the legacy SysV init network scripts.
But, the bonding device was not linked up after installation.
