Unable to enable new repository after publishing/promoting a content view
Issue
- Repository is not available to enable in client after publishing/promoting a content view.
- Subscription manager refresh command doesn't refresh the entitlement certificates.

- Red Hat Satellite 6
- Red Hat Enterprise Linux 7.9 or 8.3 and above
