RHV VM "not responding" or "unresponsive"

Issue

• A VM is reported to be not responding in the RHV Admin Portal.

• The following is reported in the Event Log in the RHV Admin Portal;

VM xyz is not responding

• In the VDSM logs, the VM is shown as being unresponsive;
