[RHOCP4.5] RHCOS fails to activate static VLAN IP when first booting from disk during installation

Issue

  • Red Hat CoreOS 4.5 fails to activate static vlan IP while first booting from the disk during installation.
  • The vlan interface doesn't get an IP assigned, whereas upon one manual reboot, the IP gets assigned as expected.
  • The screen shows no IP address for VLAN interface as follows.

...
  • Post one manual reboot, the IP is assigned as follows.
...
ens2: 
ens7: fe80::...
ens7.2012: 10.0.0.2 fe80::...
...
