2 node cluster went no quorum and backed again during adding cluster nodes to the existing cluster

Issue

• A 2 node cluster went no quorum and backed again during adding cluster nodes to the existing cluster with the following steps.

  [root@node1 ~]# pcs host auth node3 node4
  [root@node1 ~]# pcs cluster node add node3
  [root@node1 ~]# pcs cluster node add node4
  [root@node3 ~]# pcs cluster start
  [root@node4 ~]# pcs cluster start
  

• After starting node3, resources are stopped due to no quorum.
• After starting node4, resources are started again.
