Unable to start service prometheus, grafana-server or node_exporter when running Ceph-Ansible when host is behind a proxy

Issue

• When running Ceph-Ansible "rolling_update.yml", the error message "Unable to start service prometheus" is received.
• When running Ceph-Ansible "rolling_update.yml", the error message "Unable to start service alertmanager" is received.
• When running Ceph-Ansible, the error message "Unable to start service grafana-server" is received.
• When running Ceph-Ansible, the error message "Unable to start service node_exporter" is received.
• Journal log shows podman encounters "I/O timeout" when trying to connect to "https://registry.redhat.io/v2/".
• The Ceph host is behind a proxy.
