rsyslog case-insensitive filters not working as expected

Issue

• startswith_i and contains_i are used to perform case-insensitive comparisons of the text provided by the property.
• For example:

:hostname, startswith_i, "Test1" /var/log/mylog1.log
:hostname, contains_i, "Test2" /var/log/mylog2.log

• But the rules are not respected.
