RHEL 8.2 Installation consistently fails with Intel TurboBoost enabled.
Issue
- Repeated installation attempts for RHEL 8.2 (Workstation & Custom) hang during the installation of the microcode_ctl package.
- Intel TurboBoost setting in the Dell M7720 laptop's UEFI settings is enabled during the issue.
- Re-enabling TurboBoost during a reboot, causes a boot failure due to a "BIOS error."
- TurboBoost appears to be non-compliant with the microcode-ctl package.

- microcode_ctl-20200609-2.el8 and Intel family of processors
