Unable to load signature while upgrading disconnected cluster

Issue

  • Unable to upgrade from 4.6.1 to 4.6.4 with image signature

  • Upgrade in disconnected environment fails on executing following command with image digest, whereas upgrade succeeds when digest is not specified:

 $ oc adm upgrade --allow-explicit-upgrade --to-image ${LOCAL_REGISTRY}/${LOCAL_REPOSITORY}<sha256_sum_value> 
// fails

$ oc adm upgrade --allow-explicit-upgrade --to-image ${LOCAL_REGISTRY}/${LOCAL_REPOSITORY}<image-with-RELEASE>
// upgrade is successful
