Satellite6 regular high CPU load matching puppet agent runinterval, despite using splay

Issue

• applying puppet configuration to thousands of systems
• the client systems have splay enabled in puppet agent, to evenly spread facts reporting from the clients over the time
• but a high CPU usage is seen regularly, with frequency matching puppet runinterval
• during or just before the busy times, a burst of Actions::Katello::Host::Update tasks is created
