Why does AMQP cleartext still show up as a vulnerability even after enabling RabbitMQ SSL in Ansible Tower?

Issue

After installing Tower with rabbitmq_use_ssl=true in the inventory file to fix the AMQP cleartext authentication vulnerability described in this KCS article, this vulnerability is still showing up in our scans.
