[RFE] - Allow normal users to deploy their own Prometheus on their namespace

Issue

• Cluster Admins enable the Prometheus Operator on the OperatorHub
• Normal user without any special permissions create a project: oc new-project my-amazing-app
• User would like to have metrics specific for their namespace and also a "Web Interface" to see his metrics
• Have the possibility for end users add/expose their namespace metrics without needing any admin rights and without causing any interference in a running OpenShift Container Platform and access them on their namespace apps route(or *.metrics...)
