When changing LDAP password by binding with root DN, password policy by ppolicy is not applied?

password policy by ppolicy is not applied If bound with root DN and change LDAP password. Is is correct?
$ ldappasswd -x -D "cn=Manager,dc=example,dc=com" -W -s newpass ldapuser1
