OpenShift 4.1.x have to upgrade micro version to latest version for OpenShift minor upgrade such as 4.2.2

Issue

OpenShift 4.x uses CVO(Cluster Version Operator) and it helps easy upgrade of OpenShift container platform.

If OpenShift cluster does not use the latest micro version, is it ok to upgrade the cluster to minor version?

For example,

Current version: 4.1.18
Latest version : 4.2.21

Desired version: 4.2.2
