yum grouplist shows "There is no installed groups file." and no groups are marked as Installed after installation

Issue

• After a fresh installation of RHEL 7, the groups selected during installation do not show as installed in yum grouplist

  # yum grouplist installed
  Loaded plugins: product-id, search-disabled-repos, subscription-manager
  There is no installed groups file.
  Maybe run: yum groups mark convert (see man yum)
  Warning: no environments/groups match: installed
