[Satellite 6] Users not consistent between GUI and hammer CLI
Issue
User entries are not consistent between Satellite GUI and hammer CLI output. Hammer is listing more users than the GUI.
When we want to create a user that is not existing in GUI, but is listed in outputs of hammer CLI, it's not possible.
