How to add ROUTER_DISABLE_NAMESPACE_OWNERSHIP_CHECK to OpenShift 4 router and ingress-operator

Not able to add the parameter ROUTER_DISABLE_NAMESPACE_OWNERSHIP_CHECK which is used to allow multiple routes share the same domain over different namespaces in Openshift 4.1
