RHV - virtio-win.vfd cannot be attached via Run Once if stored on a Data Storage Domain

Issue

Unable to attach vfd's on Data Storage Domains via Run Once.

In previous versions of RHV, virtio-*.vfd (virtual floppy disks containing drivers) were uploaded to ISO domains. In RHV 4.3, ISO domains are being deprecated as ISO's can now be uploaded to Data Storage Domains.

ISO images work fine in Data storage domains, however vfd files can be uploaded to Data SD's, they cannot be attached to a VM via Run Once - any uploaded vfd's to Data SD's are not listed under Attach Floppy.
