Error "User does not have permissions to execute operation on task id" in RHPAM

Issue

Even when using the bypass configuration, it is not possible to delegate a task to another user in the same group. The standalone.xml file has this bypass configuration:

 <property name="org.kie.server.bypass.auth.user" value="true"/>

But this error is thrown in the server logs:

"User '[UserImpl:'rhpamAdmin']' does not have permissions to execute operation 'Delegate' on task id 1".
