How to install the gpgkey for the rhel-7-<variant>-devtools-rpms repositories

Issue

• We are unable to gpgcheck some packages in rhel-7-server-devtools-rpms due to the key being missing.

• Calling reposync with the devtools channel fails with:

  Removing cdk-minishift-3.7.0-2.el7.x86_64.rpm, due to missing GPG key.
  Removing docker-machine-kvm-0.0.10-1.el7.x86_64.rpm, due to missing GPG key.
  Removing kompose-1.11.0-1.el7.x86_64.rpm, due to missing GPG key.
  Removing rh-devsuite-2.3.0-1.el7.x86_64.rpm, due to missing GPG key.
  Removing rh-eclipse47-devstudio-11.3-0.20180413.0814.el7.x86_64.rpm, due to missing GPG key.
