Apache httpd is having "(13)Permission denied" error when executing a CGI script

- Seeing the following error message in the Apache logs when attempting to execute a cgi script via Apache
AH01215: (13) Permission denied: exec of '/var/www/cgi-bin/test.cgi' failed
