The output of the 'users' CSV file from the Red Hat Portal has improperly sorted and formatted data.

Issue

After downloading the users of the Red Hat portal for the organization with a csv file, the output is sorted incorrectly and some fields with commas are parsed incorrectly.

For example:
Username, First Name, Last Name, Position, Department, Created, Updated
joeuser Joe User Director, IT 5/20/16 12:07 PM EST 2/22/17 12:12 PM EST

Position is "Director, IT" and Department is intentially blank. The position should be quoted when the csv is downloaded since it contains a comma.
The lack of quotes causes spreadsheet applications to parse it incorrectly. In the example, Position is parsed in the spreadsheet so that it only contains Director. The Department becomes IT, and City is blank because the department is intended to be blank. The City value ends up in the Country column and the rest of the columns are off as well.
