Route report "HostAlreadyClaimed" after modify the parameter of "/path"

Issue

• In some application test, the route needs to change the parameter of "/path" to different values.
• After changing it from value "A" to "B" and then "B" to "A", the route shows an error "HostAlreadyClaimed" and it cannot be used until re-config or re-create it.
• From the configuration of HAproxy, neither of the two route records exists.
