rhel7, systemd: system boot fails frequently due to time-out of device units for boot disks

Solution Verified - Updated -

Issue

System boot fails frequently due to time-out of device units for boot disks if the boot disks are written by by-id symlink in /etc/fstab file. The example of /etc/fstab is as follows:

/dev/disk/by-id/scsi-3<id>-part2  /boot       ext4 defaults 1 2
<snip>
/dev/disk/by-id/scsi-3<id>-part1  /path2/log  ext4 defaults 1 2

In a reproducer, the issue is seen 8 of 10 times.

Environment
