SELinux prevents Satellite external database installation
Issue
- certificate activation fails when installing Satellite with an external database and SELinux set to the enforcing mode

Satellite installation with standalone Oracle database server fails when populating db, with error in /var/log/rhn/populate_db.log:
ERROR: ORA-12546: TNS:permission denied
