Allow horizontal reduction of the gnome-system-monitor window in RHEL5

Issue

• When you launch gnome-system-monitor on a system with lots of procs (16, in our case), the resulting window is really wide (it can span the entire length of two 1980x1200 screens), and, while you can make the window smaller vertically, the spacing in the UI does not allow you to shrink the window horizontally.
