NTP server is not set on the controllers

Issue

• Controllers time drift. NTP server is not set.

• Ceph status shows warning since ceph mon is picking up the time drift due to lack of NTP server

• Stack deployed on 7.2. Did not exhibit this issue before. NTP is set on computes and ceph nodes, but not controllers!

• We deploy stack from undercloud via a command that passes --ntp-server such as: openstack overcloud deploy --templates templates/my-overcloud --ntp-server 192.168.1.1
