How to customize a way of choosing the next coordinator when merging from split brains

Issue

• When I add a new node, it started as an isolated node from the existing cluster. When it merges, it becomes the new coordinator.
• A node is dropped from cluster by a long GC pause. After the pause, a merge happened and the coordinator has changed to the paused node.
