Session::DalliStore#set: Value too large, memcached can only store 1048576 bytes per key error in CloudForms 3.1

Issue

When running through lifecycle->provision new vm, we select a catalog item and hit continue. Once the dialog comes up, clicking on any tab produces:
Error text:

undefined method `[]=' for nil:NilClass [miq_request/prov_field_changed]

Production.log shows the following error:

WARN -- : Session::DalliStore#set: Value too large, memcached can only store 1048576 bytes per key [key: MIQ:VMDB:606c982eacb452b533d72ad80ab4bb81, size: 3585800]
