Pending and NEW instances cannot be deleted in the web GUI in CloudForms
Issue
Occasionally when an instance is submitted to EC2, it may never reach Amazon. In CloudForms, this instance will be tagged as "pending" and will remain "pending" forever. The status of the instance has to be changed to 'stopped' in the postgres database directly in order to delete it.
