Creating a cluster or adding a node via conga fails with "Error receiving header" in RHEL 6

Issue

• Conga fails to create a cluster or add a new node with the error:

  Error receiving header from <nodename>:11111
  

• Getting error when adding a new node to a cluster

• /var/log/luci/luci.log shows tracebacks and errors:
