RHEL8 で tcp_tw_recycle が利用できない理由は?

tcp_tw_recycleを有効にすると、sysctl でエラーが発生する
# sysctl -w net.ipv4.tcp_tw_recycle=1
sysctl: cannot stat /proc/sys/net/ipv4/tcp_tw_recycle: No such file or directory
