resolv.conf オプションのローテートが有効ではない

resolv.confのrotateオプションが、ネームサーバーに名前解決クエリーをディストリビュートしないのはなぜですか? -
/etc/resolv.confのネームサーバー間で DNS クエリーがローテートしません。/etc/resolv.confにrotateオプションを指定していても、最初のnameserver行しかクエリーされません。
