mod_jk がソケットを開くことができない

特定のポートで JBoss を実行していると、mod_jk が JBoss に接続することができません。以下のようなエラーが発生します。
[info] jk_open_socket::jk_connect.c (627): connect to 127.0.0.1:18009 failed (errno=13)
Environment
- JBoss Enterprise Application Platform (EAP)
- JBoss Enterprise Web Server (EWS)
- Apache httpd
- mod_jk
