La funzione "systemd --user" non funziona in RHEL 7

La funzione "systemd --user" utilizzata per generare processi dedicati all'utente o per gestire servizi come utente diverso da root non funziona in quanto fornisce messaggi come:
# systemctl --user status
Failed to get D-Bus connection: Connection refused
