VirtualAgility is a unique software platform that enables rapid prototyping and deployment of a coordinated ConOps (Concept of Operations) composed of subsets of individual ConOps contributed by multiple agencies and organizations. The software provides a structure that displays alternate views of information resources and the processes in which those resources are needed. For example, a VirtualAgility ConOps WorkCenter enables agencies, with no programming or IT involvement, to pre-plan, build a prototype, approve, and deploy in a logical executable structure, their unique Concept of Operations. These individual ConOps prototypes can stand alone or exist as subsets of a larger, multi-agency coordinated response plan. VirtualAgility ConOps prototypes can be tested in a simulated incident, or deployed for a specific situation. Individual and multi-agency VirtualAgility ConOps prototypes can be continually analyzed, improved and revised, based on results from test exercises or actual incidents. Critical for learning to manage emerging incidents is this flexibility enabling creation, modification and sharing of new processes on the fly, and deployment of the resulting prototype. VirtualAgility is an open system that will run on a variety of platforms, and can bring together various tactical technologies, simply by consolidating them into a single user interface providing access through a common view shared across agencies. A regional ConOps WorkCenter can be configured to manage licensing and deployment of multi-agency access for sharing GIS, status reports, data, and other situational awareness tools. The flexibility of VirtualAgility enables a wide variety of configurations, which maintain the independence of each agency to create and revise their own unique ConOps, and still participate in a regional response which is coordinated, controlled, and commanded by field or Incident Commanders.
