The wide range of administrative activities in motor vehicle licensing offices would no longer be controllable without comprehensive use of IT systems, such as the IKOL-KFZ. This is a computer programme to provide palpable relief to desk officers from excessive workload in the context of in-house processes and generation of documents for external distribution. Due deadlines are kept under computer-supported control for all desk officers involved. Accidental double assignment of a license plate number is effectively prevented by the system, as all procedures or data are continuously updated. IKOL-KFZ supports setup of a Kfz file and all transactions related to licensing and registration. It is an effective tool for counter services and other clerical activities. The desk officer in charge is provided with a screen and a form sheet printer. Hence, clients applying for registration can move straight to the desk officer with all their papers and do no longer have to complete an application form. The desk officer thus approached will use the keyboard to enter all data straight from the applicant’s ID, vehicle certificate, owner certificate and insurance card. The technical parameters of vehicle models are anyway part of the computer memory, and those relating to a specific model are activated via a model code. Once these data have been entered, all vehicle documents can be completed without delay by the form sheet printer. No typewriter is needed any more. Messages to KBA (Federal Agency for Motor Traffic), tax office and insurer are automatically collated by the computer and printed. Both data media and paper documents can be generated. No manual operation is involved. Other transactions likely to occur in a licensing office are more or less analogous to first registration, all of them being practice-oriented, simple, smooth and with minimised time consumption. Clients, no doubt, will appreciate less queueing, more available office hours and the updated information obtainable from the system.
