The organisational setup for driving licences in the Federal Republic of Germany is not based on a central library. Holders of driving licences are not legally obliged to notify change of address. This necessarily leads to problems as long as matters relating to driving licences are handled in conventional ways. The average inventory of a driving licence office amounts to 100,000 file cards, some of them dating back 80 years and more. Such situation is hardly overseeable, and file cards may turn illegible over time or cease to be retrievable or may even be destroyed. There is no automatic follow-up either to verify ongoing correctness and completeness. Hence, there are many good reason for application of modern information technology.IKOL-FS is an IT system which is ideally adjusted to the needs of driving licence offices. Card files are automatically concentrated in a file accessible via names, list numbers or dates of birth. „Misplacing" of cards then will be a problem of the past.IKOL-FS is an autonomous system for use under the responsibility of a specific driving licence office. The application is so conceptualised that there is no need for IT specialists or IT training for desk officers. Convenient familiarisation with the system is ensured by comfortable screen setup and excellent menu control.
