8.1.1. CreateBalancers
The CreateBalancers directive determines how HTTP balancers are created in VirtualHosts.

- 0
- Create a balancer in all VirtualHosts.
- 1
- Do not create balancers.
- 2
- Create a balancer for the main server only.
