Self-subscription to an API from the developer portal

I'm trying to allow developers to self-register (create an application) for products published on 3scale from the developer portal. But I can't figure out the right way to do it, or if I'm missing a specific configuration setting.
Is there a specific configuration setting in 3scale that will let me do what I need?

Is there a specific guide that explains this?
