Redhat Ansible Automation container based installation failed in Merger Organization steps

Hi All,
I am installing Redhat aap 2.5 container based on 9.5 linux.

My Redhat 9.7 has 8CPU, 20GB RAM, 120 GB Root drive space.

I am following the documentation steps as this is container based so its single node.
My installation is continuous failing at Merge Organization step.
In logs there I find controller web pod restart in every 10 seconds, because of that I cant try it. Even the /var/lib/awx files are also not created.
Can anyone please help me to troubleshoot this issue.
