Does IDM fail to a secure state? V-205185

I'm filling in a checklist for the DNS-SRG. Item V205185 asks if the DNS system would fail to a secure state. Specifically the methods isAuthorized, isAuthenticated, validate. Should return false. Does IDM work this way?
