Need to change permission for root user

I am trying to create a file inside the root director of this container
registry.access.redhat.com/ubi9/go-toolset:1.21.13-2

but on checking the permission of root I see
dr-xr-x--- 1 root root 23 Sep 18 21:36 root

Is there any way I can change the permission of root I need to give write access to the root folder
