Telnet 21 port not connecting between 8.4 and 9.0 versions

Hi Redhat Family,

I have planned to do YUM Server Set up in 8.4 Version and same is working fine

YUM Client Setup up in 9.0 Version but same is unable to connect 21 port to 8.4 Version server.

Is there any point like different versions we can not connect?
