If Candlepin is unreachable do this:

TIP:
If you see is unreachable during CV import (like I did) do this:

Resolution (Rhel 7, start the tomcat server)
Run >> systemctl start tomcat.service

My CV import was stuck around the 98% mark and the status of the candlepin service showed failed. Doing the above helped.
